Notes: Undervotes: This indicates that a voter chose not to vote in all contests available to them on their ballot, or that they voted for less than the specified number of candidates a voter may vote for in a specific race, if that race permits a voter to choose more than one candidate (such as Wilmington City Council At Large, where a voter may vote for up to three (3) candidates). Another example of an undervote is a situation where a voter may vote for more than one seat up for election for the school board where they live, and chose not to vote for one or more of the school board seats. Additionally, If a voter chooses not to vote in any contest available to the voter on their ballot, it's called a Blank Ballot. Overvotes: This indicates that a voter chose more than the specified number of candidates for a contest on the ballot. For example, if the contest on a ballot indicated "Vote for One", the voter voted for more than one candidate. This may occur only in absentee ballots, as voting machines in polling places will not allow a voter to vote a ballot with an overvote. NOTE: Any overvotes on a ballot are not counted.
