Organized Voter Registration
The Organized Voter Registration Program allows citizens to register eligible Delaware voters. This program was created under the provisions of the National Voter Registration Act of 1993 also known as the “Motor Voter Act”.
Organized Voter Registration (OVR) Groups
The following table lists all the currently trained and certified OVR groups authorized to conduct voter registration in Delaware. Per law, OVR groups must not seek to influence an individual's political party affiliation and are required to accept and submit all properly completed voter registration applications they receive to the Delaware Department of Elections in a timely manner, adhering to voter registration deadlines and procedures set in Delaware Code.

If you are interested in becoming a registrar, please follow the steps below:
Coordinator/Chief Official
- The coordinator/chief official has authorized the voter registration activity or drive, assumes responsibility for the voter registration drive, shall insure that only individuals trained as prescribed by the State Election Commissioner shall serve as temporary registrars, and shall insure that all individuals involved in planning, organizing, and conducting the voter registration drive shall adhere to this title and such regulations promulgated by the State Election Commissioner.
New Registrars
- If you are not part of an existing, established group, please contact Rebecca Argo at the Kent County Office to request an Organized Voter Registration Application. The completed application to be submitted at least 30 days prior to your first drive. The coordinator/chief official of the group is required to complete the application, please be sure to sign the last page. A coordinator may serve as a registrar individually or may add other individuals who wish to serve as registrars. If additional individuals are serving as registrars, please be sure to add their names and contact information to the application.
- Once the application is completed, returned, and approved, you will be contacted to discuss which training session you would like to attend. Only the coordinator/chief official calls or emails to indicate how many people plan on participating. Attending a training session is by invitation only.
Established Group/Organization
- If you are a member of an existing group and need a refresher training, contact your coordinator/chief official to indicate that you would like to attend a training. It is the coordinator's responsibility to notify members that the group wishes to remain active and to confirm a training date and reserve seats.

- Trainings are Virtual
- Sign up deadline is 4:30 PM on the 1st of the month
- Classes are limited to 50 attendees
- Virtual trainings show two separate times on the same day. You only need to sign up and attend one.
