Voters With Disabilities

The State is committed to providing its citizens with the following:

  • Accessible polling places
  • Accessible voting machines
  • Voting by Absentee Ballot
  • Assistance when requested

The Department of Elections' Voting in Delaware: A Guide for Citizens with Disabilities publication provides information on the fundamentals of voting, including registering to vote and accessible voting options.

The State of Delaware provides accessible polling places and voting machines. Voters who need assistance can inform the Election Officers at the polls. Voters with disabilities may bring someone with them to help in the voting process.

The Department of Elections trains Election Officers on accessible voting options available to in-person voters at early voting sites and election day polling places and provides guidance to Election Officers on assisting voters who request assistance at any stage of the voting process. This video, below, is shown at all Election Officer Training classes. The video describes how the Universal Voting Console (UVC) audio-tactile ballot marking device works as well as information about assisting voters with disabilities with the in-person voting process.

Voters are asked to immediately contact the Department of Elections if they experience any issue with accessibility at the voting location or with the voting process. Voters may report issues or concerns using the Department's online form:

Delaware voters are encouraged to make a voting plan.

Delaware offers three voting options to voters, which allows voters flexibility to select the one that works best for them:

  • Absentee Voting (if eligible)
  • Early Voting
  • Voting on Election Day

Accessible Voting using the ExpressVote XL Voting Machine

Delaware's ES&S ExpressVote XL voting machine is fully ADA compliant and equipped with an audio–tactile keypad with braille legends, called a Universal Voting Console (UVC).
